Increasingly, over the past few decades, we have experienced a significant and widening disparity between the organizational structure of the United Methodist Church and its actual practice. At this historic point in time, deep reform seems impossible due to the current denominational disciplinary restrictions, the structure of the General Church, and the rigidity of the Judicial Council.
